County attorney elaborates on county manager hire, next steps on property purchase

In an Aug. 7 email received after press time, Archuleta County Attorney Todd Weaver elaborates on the recommendations of county department heads and elected officials regarding which candidate to select as county manager in the county’s recently completed manager selection process.

The Archuleta County Board of County Commissioners voted in a 2-1 vote to select Jack M. Harper II as county manager following an executive session at its Aug. 6 meeting.

Weaver also discusses the county’s next steps concerning the potential purchase of a property near South Pagosa Boulevard and U.S. 160 for the construction of a county administration building after the Archuleta County Board of County Commissioners tabled a letter of intent and purchase and sale agreement for the property at its Aug. 6 meeting.

The SUN requested comments from Commissioner Veronica Medina and Commissioner Ronnie Maez on both topics, but did not receive responses prior to press time for the Aug. 8 issue of The SUN.

In his email, Weaver notes that he is providing answers to these questions at the request of Commissioner Veronica Medina.

Weaver explains that, in an Aug. 6 executive session, the BoCC heard a summary of the views expressed by county elected officials and department heads following their July 29 interviews with the two finalists for the county manager, Harper and Richard Bellis.

“Some were in favor of one, others were in favor of the other and some were in favor of neither,” Weaver states. “I do not believe there was a consensus for any one option.”

He adds that he cannot elaborate more on the issue due to the matter being discussed in executive session.

On the topic of the property purchase, Weaver states, “During the second part of the executive session, the Commissioners expressed a few concerns regarding the property across from the Pagosa Springs Medical Center. Since I was appointed the negotiator for this transaction, I will discuss those concerns with the developer’s representative to see if they can be addressed.”

He adds that, due to this also being discussed in executive session, he cannot provide further details.
