Commissioners approve three vehicle purchases, payment for North Pagosa Boulevard paving

The Archuleta County Board of County Commissioners approved the purchase of three replacement vehicles as well as a $437,675.60 payment to Four Corners Materials for the completion of the North Pagosa Boulevard resurfacing project at its June 4 meeting.

County Executive Assistant Mary Helminski presented the vehicle purchases to the BoCC on the behalf of Fleet Manager Waylon Sutton.

She explained that the replacement vehicles would be 2024 Ford Ranger pickups that would replace two aging vehicles used for inspections in the Building and Planning departments and one aging vehicle used for inspections and surveying by the Road and Bridge Department.

Helminski added that all three vehicle purchases are included in the 2024 budget.

According to the purchase requisition documentation, the total cost of the vehicles is $122,665.

Commissioner Ronnie Maez commented that he is glad the county is purchasing Ranger pickups, adding that his has lasted “39 years.”

Commissioner Veronica Medina noted that the purchases were included in the budget and are replacements of current county vehicles.

The BoCC then unanimously approved the purchase of the three vehicles.

North Pagosa Boulevard resurfacing payment

Also at the meeting, Public Works Director Michael Torres presented to the BoCC concerning a payment to Four Corners Materials for the North Pagosa Boulevard resurfacing project, which milled and repaved North Pagosa Boulevard between Bastille Drive and U.S. 160 in addition to a small portion of Navajo Trail Drive.

Torres explained that, in contrast to what was listed on the agenda, this payment would not be the final bill for the project since the contractor had a “retainage” on the project that would be paid once the project is completed.

He stated that the county received a $29,077 credit back from the contractor as the project cost less than the original estimate of $487,325.

Torres indicated that, once the project is closed out on June 30, the county will pay the $20,572.40 retainage.

County Attorney Todd Weaver added that a retainage is held until a project is completed to the county’s satisfaction.

He added that such a retainage is “pretty standard” in construction contracts of this type.

Commissioner Warren Brown commented that North Pagosa Boulevard looks “real nice.”

Medina added that the project was completed quickly with “very little hiccups.”

Torres stated that, other than a “small incident with a car,” “it went down pretty flawlessly.”

The BoCC then unanimously approved the payment request from Four Corners Materials for $437,675.60.
