Nearly 20 hot-air balloons participated in Pagosa Country’s WinterFest weekend. Fog delayed the event on Saturday, but nine balloons were able to launch in the afternoon. Sunday’s weather was more cooperative, with 19 balloons participating in the picture-perfect balloon ascension.
