Pagosa Springs Town Manager Greg Schulte has described the proposed development of a major new subdivision on the south side of the San Juan River downtown as holding “legacy” status for the town’s future.
Yet, ground has never been broken by the Springs Partners on the project since the time the town granted vested rights to the project in an ordinance passed in July 2012, three and a half years ago.
