Colorado water: ‘Rain Barrel Bill’ passes state house

Last week’s Extension article was the first in a series of articles on water and highlighted the history of Colorado water law based on the Doctrine of Prior Appropriations.

This system, based on “first in time, first in right,” has been modified only slightly over the years. However, in 2009, Colorado Senate Bill 09-080 passed the General Assembly and allowed collection and use of precipitation for landowners, under specific exempted conditions.

Perry Cabot, Ph.D., water resources specialist with Colorado State University Extension, provided the following information on possible changes to this bill in his spring 2015 quarterly newsletter.
