In a narrow 3-2 vote last Thursday, the Pagosa Area Water and Sanitation District (PAWSD) Board of Directors approved a resolution allowing San Juan Conservancy District President Rod Proffitt to negotiate on PAWSD’s behalf regarding the loan for the Dry Gulch Reservoir property.
