While reconstruction is not complete, Piedra Road is fully open to the public for the winter.
Friday morning, Archuleta County Public Works Director Ken Feyen announced that construction operations are stopped for the winter.
The newly paved area, Feyen said in a Friday e-mail, has only the base coarse of asphalt.
An additional two-inch finish coarse will be laid next spring when the rest of the project is completed.
