The Pagosa Area Water and Sanitation District (PAWSD) has sent a letter to the San Juan Water Conservancy District (SJWCD) concerning an alleged proposal by SJWCD for a Special Use Permit from the U.S. Forest Service regarding the Dry Gulch Reservoir Project.
The letter also alleges that SJWCD is possibly in the process of negotiating a swap with the U.S. Forest Service (USFS) involving land that was purchased for the Dry Gulch Project by both SJWCD and PAWSD.
