The Pagosa Area Water and Sanitation District board of directors met Tuesday for their regular meeting. The agenda for the meeting was short: consent agenda (including a water loss update), public comment, consideration of an amended 2012 budget and proposed 2013 budget, and certification of mill levies. Yet, the board mulled, discussed and, at times, disagreed for three hours before giving approval to the consent agenda and to the amended and proposed budgets.
