Hot Springs Blvd. will be closed to thru traffic from Spring Street south to Apache Street.  Local traffic will still have access by utilizing the access road around the Aragon Center and City Hall.   Closure will be in force May 01 thru May 05.

PUBLIC NOTICE IS HEREBY GIVEN pursuant to CRS 30-28-116 that the Board of County Commissioners of Archuleta County, Colorado, will hold a public hearing to consider revising the County Land Use Regulations. The language proposed to be adopted is available for review at the County Development Services Department 970-264-1390.

The public hearing will be held on Tuesday May 18, 2021 at 1:30 PM in the County Commissioner’s meeting room at 398 Lewis Street, Pagosa Springs, Colorado, and via Zoom, at which time all interested parties will be heard.

Sale of Vehicles and Equipment

The Archuleta School District 50 Jt has the following vehicles and equipment for purchase. Sealed bids will be received for each individual item with the name of the item you are bidding on listed on the outside of each bid. You may submit bids for multiple items, but you must submit a separate bid for each item. 

The deadline for receiving the sealed bids will be 4 pm on May 7, 2021. Bids will be opened on the following Monday. The highest bidder for each item will be notified by phone. All items are sold “as is.” 

Please bring your sealed bid to the Maintenance and Transportation Building at 800 B S. 8th St, 8:00am – 4:45pm Monday thru Thursday or 8:00am – 12:00pm on Friday.

For tax years 2021 and 2022, the county assessor is required by law to appraise all real property at a June 30, 2020 level of value. Notices of Valuation reflecting the 2021 values will be sent to owners of real property by May 3. The information used by the assessor to value your property is available for your review.

From May 3 through June 1, owners of real property may protest the value or the classification established by the assessor. This protest period provides an opportunity for taxpayers to inform the assessor of errors in classification, property description, or other discrepancies that may result in a reduction in value or a change in classification.

Protests to the assessor must be postmarked or presented in person on or before June 1. The assessor

must make a decision concerning your protest and mail you a written Notice of Determination on or

before the last working day in June (August 16 – for alternate protest and appeal procedures

ADDITIONAL INFORMATION IN ALTERNATE PROTEST COUTITES: For protests of values

on rent producing commercial real property, taxpayers must submit, two full years of rental income

data, two full years of tenant reimbursement data, two years of itemized expenses and two full years

of rent roll data on or before July 15. For further information, please contact your county assessor’s

office.) If you are satisfied with the assessor’s determination, the tax bill you receive next January

will be based on the value and classification reflected on the Notice of Determination.

If you disagree with the assessor’s decision, you may file an appeal with the county board of

equalization. An appeal to the county board of equalization must be postmarked or hand-delivered no

later than July 15 (September 15 – for alternate protest and appeal procedures). The county board

will notify you by mail of the hearing date, time, and place where you may present evidence to

substantiate your case. Evidence includes documentation such as the sale prices of properties similar

to yours that sold between January 1, 2019 and June 30, 2020 (Adjust dates accordingly). The county

board will conclude hearings and render decisions by the close of business on August 5 (November 1

– for alternate protest and appeal procedures). The county board must mail you a decision within

five business days of the date of its decision. If you are satisfied with the county board’s decision, the

tax bill you receive next January will be based on the valuation and classification reflected in the

county board’s decision.

If you disagree with the action of the county board, you may file an appeal with the State Board of

Assessment Appeals or the district court, or you may request a binding arbitration hearing. Your appeal

must be made within 30 days of the date of the county board’s mailed decision.

Notice and Opportunity to Comment

on the Colorado Roadless Area Boundary Modification

The Forest Service, U.S. Department of Agriculture (USDA), proposes to modify the South San Juan Adjacent, Turkey Creek, and Winter Hills/Serviceberry Mountain Colorado Roadless Area (CRA) boundaries on the San Juan National Forest to remove Federal land for the Valle Seco 2019 Land Exchange and to add acres to the Winter Hills/Serviceberry Mountain CRA. The Chief of the Forest Service proposes to modify the boundaries after a 90-day public notice and opportunity to comment.

Comments must be received in writing within 90 days of the publication of this legal notice in the newspaper of record (the Durango Herald). Additional Information:

The Colorado Roadless Rule permits the Chief of the Forest Service to modify Colorado Roadless Area boundaries based on changed circumstances after providing public notice and a 90-day public comment period. Pursuant to 36 CFR § 294.47(a), the Forest Service proposes to modify the South San Juan Adjacent Roadless Area and Turkey Creek Roadless Area boundaries to remove approximately 176 acres of Federal land to be conveyed to Non-Federal Parties as part of the proposed land exchange. The Forest Service is also considering modifying the Winter Hills/Serviceberry Mountain CRA to add between approximately 529 acres and 7,954 acres to the CRA. These various boundary modification alternatives were analyzed in the Draft Environmental Assessment for the Valle Seco 2019 Land Exchange, which can be found at http://www.fs.usda.gov/project/?project=57154. This exchange and boundary modifications do not include upper tier roadless areas. The Forest Service will consider public comments on the proposed boundary modifications in coordination with the proposed land exchange.

Request for Proposals – APS Companion/Home Visitation Provider: The Board of County Commissioners seek proposals from a Companion/Home Visitation Provider for older adults served by Adult Protection Services (APS). The successful Respondent to this RFP will be awarded a contract covering the period July 1, 2021 until June 30, 2022. The Town of Pagosa Springs has received an application for “Final Major Design Review” for the construction of an approximately 320 square foot addition to the south side of the Riff Raff on the Rio establishment at 356 E Pagosa Street. The Design Review Board will consider the final application at a public hearing scheduled on Tuesday, May 11, 2021 at 5:30 pm. INVITATION TO BID

Separate sealed BIDS for the Buttress Avenue and Port Avenue Asphalt Surfacing project will be received by Archuleta County, Colorado at the office of Davis Engineering Service, Inc. located at 188 South 8th Street, P.O. Box 1208, Pagosa Springs, Colorado 81147, until 2:00 P.M. local time on May 20, 2021, and then at said office publicly opened and read aloud.

The project consists of asphalt surfacing of two gravel roadways being approximately 0.37 miles of Buttress Avenue and 0.18 miles of Port Avenue. The project generally maintains the existing horizontal and vertical alignments and involves scarification, gravel supplementation, and reshaping of the existing gravel roadways prior to placement of the asphalt surface.

Project work includes, but is not limited to clearing and grubbing, excavation, embankment, gravel placement, drainage structures, erosion control, asphalt paving, erosion control, pavement marking, traffic control, seeding and mulching, and other items typically associated with road and bridge construction.

Copies of the CONTRACT DOCUMENTS and PLANS may be obtained on or after May 3, 2021, at the office of Davis Engineering Service, Inc. located at the address mentioned above, upon payment of $50.00 for each set. No refund will be made for returned copies.
