County’s 2015 Magnesium Chloride Application Starts April 27th

Archuleta County Road and Bridge Crews will start the 2015 Magnesium Chloride (Mag) application April 27th, weather permitting. The application process will begin in the Arboles area starting on C.R. 973 and will end on C.R. 382 in the Chromo area. Approximately 100 miles of County Roads will receive a Mag application. Depending on the application rate crews can complete 5 to 7 miles of road and apply 25 to 30 thousand gallons per day. Generally a crew consists of 4 motorgraders, 5 to 6 water trucks, and 2 flagmen. The Mag supplier provides 2 to 3 transport trucks and the distributor truck.

County crews start to prepare the road by applying an ample amount of water, motorgraders then begin to cut the surface of the road making a windrow of gravel, the windrow of gravel is then spread back across the road surface (5 to 8 loads of water will be used during this process depending on the amount of moisture in the road and the quality of the gravel). At this point the roadway is ready to receive the application of Mag. With the anticipated amount of Mag to be applied this year, it should take the crew around 5 weeks to complete all work.

Due to decreasing budgets the County will only be doing one application of Mag this year. The roads selected to receive Mag in 2015 are roads in the primary system with 200 ADT or more. A list of roads to receive a Mag application in 2015 is available on the County’s web site.

For those roads the County will not be applying Mag, residents may pay for the material cost and the County will perform all necessary work efforts to apply the Mag. This years cost of the product for 1 mile of road is approximately $2,911.00. If residents have any questions on purchasing Mag for their road they can contact Yari Davis @ 264-8404. Deadline for residents to purchase Mag for the 2015 application is April 20th.

INVITATION TO BID

Separate sealed BIDS for the Highway 160 Sidewalk Replacement (South Side 2nd Street to 3rd Street) project will be received by the Town of Pagosa Springs at the Office of Davis Engineering Service, Inc., located at 188 South 8th Street, P.O. Box 1208, Pagosa Springs, Colorado 81147, until 2:00 P.M. local time on March 26, 2015, and then at said office publicly opened and read aloud.

The project consists of the replacement of sidewalk, driveway aprons, and associated curb and gutter for over 700 linear feet along U.S. Highway 160 on the south side between 2nd Street and 3rd Street. The project includes excavation and removal of existing materials, concrete demolition and modification of an existing retaining wall, grading and preparation of subgrade, placement of imported fill and aggregate base course, construction of concrete curbs, gutters, and sidewalks, installation of concrete street light bases with associated electrical conduit, installation of steel pedestrian guardrail, construction of wood post and rail fencing, and asphalt paving and patching along with other related and typical construction project items. The Town of Pagosa Springs desires to construct improvements prior to Memorial Day weekend to the maximum extent practical.

Copies of the CONTRACT DOCUMENTS and Plans may be obtained on or after March 9th, 2015, at the office of Davis Engineering Service, Inc. located at the address listed above, upon payment of $60.00 for each set. No refund will be made for returned copies.

A mandatory pre-bid conference and inspection trip for prospective Bidders will be held at the office of Davis Engineering Service, Inc. (phone number (970) 264-5055), located at the address listed above, at 2:00 P.M. local time March 17, 2015. It is anticipated that the project construction will begin April, 2015.

PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING

The Public Hearing will cover the Application for CDBG funds for a Regional Business Loan Fund

The five Counties of Southwest Colorado, Archuleta, Dolores, La Plata, Montezuma and San Juan, through intergovernmental agreement with La Plata County acting as lead county, plan to submit a Community Development Block Grant (CDBG) application to the State of Colorado, Department of Local Affairs, C/O the Office of Economic Development and International Trade. CDBG funds are intended to provide decent housing, suitable living environments and economic opportunities, principally for low and moderate income persons through rehabilitation and preservation, economic/job development and public facilities improvements.

The application being considered would request $580,000 for the Region 9 Business Loan Fund. In addition the application requests that the Scope of Services will include the use of CDBG funds for planning and feasibility studies, as specifically approved by the State on a case-by-case basis. It is estimated that approximately 51% of the funds would benefit low and moderate income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternative exists, required/reasonable benefits will be provided to those displaced to mitigate adverse effects and hardships. Any low and moderate income housing which is demolished or converted will be replaced.

In addition, Region 9 will allow citizens to review and comment on the existing performance of the Region 9 Economic Development District of Southwest Colorado Community Development Block Grant (CDBG) contract which began on May 23, 2011 and expires on March 31, 2015

A public hearing will be held no earlier than 10 am Friday, March 13, 2015 at the Region 9 EDD office 295A Girard Street, Durango, Co. to obtain citizen views and to respond to proposals and questions related to:

1. The proposed CDBG application for the Region 9 Business Loan Fund in the amount of $580,000, $500,000 for direct business assistance and $80,000 in administration plus $402,000 of miscellaneous income available for administration. The application is proposed to be sponsored by La Plata County, acting as lead county for the five counties of Southwest Colorado through an Intergovernmental Agreement. It is proposed that the Region 9 Economic Development District of Southwest Colorado, Inc. will administer the CDBG project through a Memorandum of Agreement with La Plata County.

2. Comment on performance of existing contract.
