Chimney Rock National Monument 

Management Plan

Draft Environmental Impact Statement

The San Juan National Forest is seeking public comments on a Draft Environmental Impact Statement (EIS) that has been prepared for the Chimney Rock National Monument. The Draft EIS analyzes the development of a Management Plan for the Monument as well as several specific projects within the Monument.

The Management Plan will amend direction for the management of the Monument currently found in the San Juan National Forest Land and Resource Management Plan. The Chimney Rock Management Plan will provide direction and guidance for the various resources within the Monument and will guide all future projects and activities within the Monument. Specific projects being proposed include the approval of construction of up to 2 miles of interpretive trails, new visitor facilities and parking areas near the existing visitor cabin, and visitor shelters near the upper parking area, as well as various prohibitions designed to minimize disturbance to peregrine falcons and prevent other resource damage.

The Pagosa Ranger District will host a public open house on Thursday, February 12, 2015 from 6 – 8 p.m. at the Ross Aragon Community Center in Pagosa Springs, Colorado for those individuals who want more information or have questions or comments on the Draft EIS, proposed Management Plan or proposed projects and prohibitions.

The Draft EIS, Management Plan, and a list of projects and prohibitions with descriptions and maps can be downloaded from the San Juan National Forest projects website at: www.fs.usda.gov/projects/sanjuan/landmanagement/projects.

How to Comment and Timeframe

The Environmental Protection Agency published a Notice of Availability (NOA) for the Draft EIS in the Federal Register on January 16, 2015. Written, facsimile, hand-delivered, and electronic comments concerning this action will be accepted for 45 days following that date. The publication date of the NOA in the Federal Register is the exclusive means for calculating the comment period for a proposed action documented in a Draft EIS. Those wishing to comment should not rely upon dates or timeframe information provided by any other source.

Written comments must be submitted to: District Ranger, PO Box 310, Pagosa Springs, CO 81147. Comments may also be emailed to: comments-rocky-mountain-san-juan-pagosa@fs.fed.us. Acceptable formats for electronic comments are text or html e-mail, Adobe portable document format (.pdf), and formats viewable in Microsoft Office applications. Comments may also be hand-delivered to the Pagosa District Office at 180 Pagosa Street in Pagosa Springs, Colorado between 8:00 am – 4:30 pm, Monday through Friday, excluding holidays, or faxed to: Attn: Sara Brinton, fax number 970-264-1538. Input received in response to this solicitation, including names and addresses of those who comment, will be considered part of the public record and will be available for public inspection.

When providing comments, please specify if you are commenting on the Draft EIS/Management Plan, the specific project proposals, or both. This will help us determine if you are eligible to object under the 218 objection process (for project-level objections), the 219 objection process (for management plan-level objections), or both.

Only individuals or entities (as defined by 36 CFR 218.2) who submit timely and specific written comments during a public comment period will be eligible to file an objection under the 218 objection process for project level decisions. Other eligibility requirements are defined by 36 CFR 218.25 (a)(3) and include name, postal address, title of the project and signature or other verification of identity upon request and the identity of the individual or entity who authored the comments. Individual members of an entity must submit their own individual comments in order to have eligibility to object as an individual. A timely submission will be determined as outlined in 36 CFR 218.25 (a)(4). It is the responsibility of the sender to ensure timely receipt of any comments submitted.

Only individuals and entities who have submitted substantive formal comments related to a plan, plan amendment, or plan revision during the opportunities for public comment during the planning process for that decision may file an objection under the 219 objection process for planning level decisions. Other eligibility requirements for objecting to planning level decisions are defined under 36 CFR 219.53 and 36 CFR 219.54.
