FIRST READING

The first reading of Ordinance No. 815 (Series 2014) was completed at the Pagosa Springs Town Council Meeting held on September 2, 2014 at 5:00 p.m. in the Council Chambers at Town Hall. ORDINANCE 815, AN ORDINANCE OF THE TOWN OF PAGOSA SPRINGS VACATING PUBLIC EASEMENTS ON LOTS D-1, D-2, D-3 & D-4 AS SHOWN ON THE HARMAN PARK SUBDIVISION PLAT. Violation of this Ordinance is subject to enforcement and punishment pursuant to Article 3, Chapter 1 of the Pagosa Springs Municipal Code, including Section 1.3.3. providing for a fine not to exceed $1,000, or incarceration for not to exceed 1 year, or both. The full text of the ordinance, including any amendments, is available for public inspection at the office of the Town Clerk at Town Hall.

NOTICE OF PUBLIC HEARING FOR 

ADOPTION OF REVISED ON-SITE WASTEWATER 

TREATMENT SYSTEM REGULATIONS 

(Pursuant to Section 25-10-104, C.R.S.)

NOTICE is hereby given that revised On-site Wastewater Treatment System Regulations have been submitted to the Board of Health of San Juan Basin Health (“SJBH”). The revised regulations will be considered at a public hearing which will take place during the meeting of the Board of SJBH on Thursday September 25, 2014, commencing at 2:00 p.m., at the Columbine Center, 281 Sawyer Drive, Durango, CO 81303.

A copy of the revised regulations are available for inspection, Monday through Friday 8:30am to 4:30pm, at SJBH’s Environmental Health office at 281 Sawyer Drive, CO or online at www.sjbhd.org. Any interested elector within SJBH’s service territory (La Plata County and Archuleta County, CO) may inspect and provide comment thereto prior to adoption of said revised regulations. Any interested elector may attend this Public Hearing and present testimony and evidence pertinent to the subject matter.

INVITATION FOR BIDS

Notice is hereby given that Archuleta County, Colorado, hereinafter referred to as the “County” will receive sealed Bids for the replacement structure for Bridge No. AR337A-S0.1-S84A over the Rio Blanco, BRO C480-007, Code 18884. The project site is on County Road 337A over the Rio Blanco River, 8.4 miles southeast of Pagosa Springs and approximately 200 feet southwest of US 84 in Archuleta County, Colorado. The work consists of removal of the existing 42’-10” steel girder bridge; the construction of a new 57’-4.5” single span prestressed concrete box girder (48”Wx24”D) replacement structure with concrete abutments and wingwalls, concrete caissons, structure excavation and backfill; embankment material; approach roadway; aggregate base course; guardrail, riprap; topsoil; seeding and mulching; and other miscellaneous work.

Only bidders pre-qualified in accordance with the Rules for Pre-qualification, Debarment, Bidding and Work on Colorado Department of Highways’ Road, Highways, and Bridge Public Projects, 2 CCR 601-10 will be allowed to bid on the project.

Bids will be received up to, but not later than 10:00am local time as determined by the County on Sept. 25th, 2014 by Contracts and Procurement Officer or his designee, Archuleta County Road and Bridge Office, located at 1122 Highway 84 South, Pagosa Springs, Colorado 81147. Such bids will be publicly opened and read aloud at the above stated place and time.

Each Bid shall include CDOT Forms No.s 606, 1413, and 1414. The successful Bidder will be required to furnish, as part of the Contract Documents, CDOT Forms No.s 605, 621, 1415, and 1416 to Archuleta County by 4:00 p.m. the day after the bid opening. Because each Form requires a UDBE representative signature, the apparent low bidder has until 4:00 p.m. on the 3rd working day after the date of bid opening to submit each signed Form 1415. The successful bidder will also be required to furnish an Archuleta County Building Department Bridge Permit, an insurance certificate in the amount specified in the Contract Documents, a Performance Bond and Labor & Materials Payment Bond, each in an amount equal to 100% of the Contract price, including Force Account items, said bonds to be issued by a responsible corporate surety approved by Archuleta County and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor and protect and save harmless Archuleta County and the Colorado Department of Transportation from claims and damages of any kind caused by the operations of the Contractor.

The County reserves the right in awarding the contract for replacement work to consider the qualifications and responsibility of bidders as well as amounts of bids. The County intends to award the contract to the bidder that best serves its interest. The County further reserves the right to accept or reject any or all bids, to waive any irregularities or informalities, or to re-advertise for bids if it is determined in the sole determination of the County, to be necessary or desirable.
