PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING

The Public Hearing will cover the Application for CDBG Funds for a Regional Business Loan Fund

The five Counties of Southwest Colorado: Archuleta, Dolores, La Plata, Montezuma, and San Juan, through an intergovernmental agreement with La Plata County acting as Lead County, plan to submit a Community Development Block Grant (CDBG) Application to the State of Colorado, Department of Local Affairs, C/O the Office of Economic Development and International Trade. These specific CDBG funds are intended to provide economic and job opportunities in the form of business loans, principally for low- and moderate-income persons.

The Application being considered would request $870,000 for the Region 9 Economic Development District of Southwest Colorado’s Business Loan Fund serving the five Counties of Southwest Colorado. In addition, the Application requests the Scope of Services include the use of CDBG funds for planning and feasibility studies, as projects arise and are approved by the State. It is estimated that at least 51% of the funds would benefit low- and moderate-income persons and no permanent involuntary displacement of neighborhood persons or businesses will occur through this program. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternative exists, reasonable benefits will be provided to displaced persons to mitigate adverse effects and hardships. Any low- and moderate-income housing which is demolished or converted will be replaced. 

In addition, Region 9 will request citizens to review and comment on the performance of the current Community Development Block Grant (CDBG) Contract #8 which began on August 13, 2019, and expires on July 31, 2023.

A public hearing will be held no earlier than 10:00 am on Tuesday, July 25, 2023, at the La Plata County Administrative Building, 1101 East 2nd Avenue, Durango, CO during a La Plata County Commissioner Meeting in the Board Room or virtually on Zoom (Webinar ID: 819 094 582) to obtain citizen views and respond to questions related to:

1. The proposed CDBG Application for the Region 9 Business Loan Fund of $870,000; $750,000 for direct business assistance and $120,000 in administration plus $366,574 match provided by Region 9. The Application is intended to be sponsored by La Plata County, acting as Lead County for the five counties of Southwest Colorado through an Intergovernmental Agreement. It is proposed that the Region 9 Economic Development District of Southwest Colorado will administer the CDBG project through a Memorandum of Agreement with La Plata County.

2. Comments on performance of existing contract.
