As the Responsible Official, Pagosa District Ranger Kevin Khung signed a Decision Notice and Finding of No Significant Impact on November 8, 2011, approving the East Side Road Management Project Environmental Assessment (EA).
The selected alternative is the Proposed Action as described in the EA. The decision approves changes to the management of selected Forest Service system roads and motorized trails within the eastern portion of the Pagosa Ranger District. In summary, the selected action would decommission 24 miles of system roads currently closed to motor vehicles, close to all motor vehicles 6 miles of system roads currently open to motor vehicles, close to full-sized motor vehicles 7 miles of system roads currently open to motor vehicles and designate them as motorized trails open to vehicles <50” in width, close to all motor vehicles and decommission 5 miles of system roads currently open to motor vehicles, close to full-sized motor vehicles and decommission 3 miles of system roads currently open to motor vehicles and designate them as motorized trails open to vehicles <50” in width, open to all motor vehicles and designate as system roads 1 mile of roads currently not on the system, remove 4 miles of roads currently closed to motor vehicle use from the system, construct and add 0.3 miles of road to the system that will be closed to all motor vehicles, close to all motor vehicles 5 miles of trails currently open to motor vehicles <50” in width, and convert 6 miles of trail currently open to motor vehicles <50” in width to a motorcycle trail. The decision also includes design criteria to lessen environmental impacts.

Appeals, including attachments, must be filed within 45 days following the publication of this notice in the Durango Herald. The publication date in the Durango Herald is the exclusive means for calculating the time to file an appeal. OPPORTUNITY TO COMMENT
Tri-State Transmission Line Reauthorization
San Juan National Forest

The San Juan National Forest is requesting comments on the Tri State Bayfield – Pagosa 115kV Transmission Line Reauthorization Environmental Assessment (EA). The proposed project area encompasses approximately 260 acres of National Forest system lands between Bayfield and Pagosa Springs generally parallel to US Highway 160.
The purpose of this project is to reauthorize the transmission line special use permit which would allow for continued safe and reliable operation and regular maintenance of the existing transmission line in compliance with Tri State and NERC/FERC standards. Access route improvements are needed to allow for regular scheduled and emergency access to the transmission line by heavy equipment.
The pre-decisional Environmental Assessment (EA) is now available for public review by calling the Pagosa Ranger District at (970) 264-2268 or Columbine Ranger District at (970) 884-2512. The project EA is also available on the San Juan National Forest’s web site at http://www.fs.fed.usda.gov/goto/sanjuan/projects .
How to Comment and Timeframe
Written, hand-delivered, facsimile, electronic, and oral comments concerning this action will be accepted for 30 calendar days following the publication of the announcement of the Opportunity to Comment in the Durango Herald. The publication date in the Durango Herald is the exclusive means for calculating the comment period. Publication is estimated for November 11, 2011.
To be eligible to appeal the subsequent decision on this project, an individual or group must provide comment or otherwise express interest in the proposed action during this comment period. Those individuals and organizations wishing to be eligible for appeal must provide the information as stated in 36 CFR 215.6 (3). Regulations prohibit extending the length of the comment period.

This is to advise you that the above-captioned action is pending. A Judgment and Decree for Judicial Foreclosure has been entered in this action concerning an assessment lien by the plaintiff Ptarmigan Property Owners Association, Inc. pursuant to the Colorado Common Interest Ownership Act, Colorado Revised Statutes, §3-33.3-316(2)(a), and the Plaintiff’s Property Owners Association Declaration for Ptarmigan Property Owners Association, Inc. of (said) Assessment Lien being recorded on September 15, 2011 at Reception No. 21006283, in the office of the Clerk and Recorders Office of Archuleta County, Colorado (the “Assessment Lien”).

Unit Week Number 7229, Unit Number 15, Building Number 16, in “Ptarmigan Townhouses Phase V, as recorded under Reception No. 179510 subject to Declaration of Individual and/or Interval Ownership for Ptarmigan Townhouses recorded under Reception Number 153557 and amendments and supplements thereto in the Office of the County Clerk and Recorder in and for Archuleta County, Colorado.
The Plaintiff named above is the judgment creditor in this action and the lienor of the property pursuant to the Colorado Common Interest Ownership Act, Colorado revised Statutes, §33-33.3-316(2)(a), and the Plaintiff’s Property Owners Association Declaration for Ptarmigan Property Owners Association. As of September 15, 2011 the outstanding balance due and owing on such judgment is $2,600.00.
I shall offer for public sale to the highest bidder, for case, at public auction, all the right, title and interest of the defendants in said property on Jan. 11th, 2012 at 10:00 a.m. at the Archuleta County Sheriff’s Office, 449 San Juan St., Pagosa Springs, CO 81147.
