Request for Proposal

Professional Engineering Services

I. General: Archuleta County (The County), Colorado seeks proposals from qualified engineering firms to provide professional engineering services for the re-construction and paving of Park Avenue and a portion of Cloud Cap Avenue. The County will select a firm to provide the services requested using value offered for total cost of the project and “Qualification Based Selection”.

II. Scope of Services: The County seeks professional engineering services for the re-construction of Park Avenue between North Pagosa Boulevard and Cloud Cap Avenue and the section of Cloud Cap Avenue from the intersection with Park Avenue to Piedra Road. Bids shall be submitted with clearly delineated costs for construction engineering services, which include preparation and management of contract documents and general construction plans and specifications, bid process, contract administration, construction review, materials testing, horizontal and vertical survey control, construction layout, and construction manager services. The successful applicant shall supply all construction surveying and staking. The plans and all the necessary documents have to be sufficient to obtain an accurate bid and must to be complete by April 2009 to begin the bid process and maximize the use of 2009 construction season.

III. Site Visits: In order to be qualified to submit a proposal, engineering firms shall have a representative attend a pre-bid meeting and tour of the proposed project at 2:00 p.m. on March 9, 2009. Representatives shall meet at the corner of Park Avenue and North Pagosa Boulevard.

IV. Term of Contract: The County shall enter into a contract with the selected engineering firm for the scope of this project only.

V. Contents of Proposals: Proposals shall summarize similar work experience, indicate qualifications of key personnel, and outline the services to be provided along with associated cost. Each firm which wishes to submit a proposal in response to this Request for Proposal (RFP) must submit three (3) copies each of their proposal.

VI. Rejection of Proposals: The County reserves the right to reject any or all proposals received.

VII. Deadline: All proposals must be received by 3:00 p.m. on March 20, 2009. Proposals shall be mailed or delivered to:
