Formal charges filed in stabbing

By James Robinson

Staff Writer

A man arrested on suspicion of his connection to a stabbing in the early morning hours of May 10 at the Buffalo Inn bar was formally charged in district court Wednesday with assault with a deadly weapon resulting in serious bodily injury — a class three felony.

According to Judge Jim Denvir, if convicted on the charges, 26-year-old Grant Mildenberger of Pagosa Springs faces a minimum of 10 years and not more than 32 years in prison, five years parole in the event of a prison sentence and fines between $3,000 and $750,000.

The charges are the result of Mildenberger’s alleged involvement in an altercation at the bar that resulted in the stabbing of 32-year-old Holden Scott, also of Pagosa Springs. Scott was stabbed several times and was airlifted to Mercy Regional Medical Center in Durango. He has since been released.

According to statements made following the incident by Archuleta County Undersheriff and Public Information Officer John Weiss, reported in last week’s SUN, Mildenberger was arrested on the afternoon of May 10 and charged with first-degree assault — a class five felony — then released on a $5,000 bond.

That comment, and report, did not clearly reflect the legal technicalities and process.

Although law enforcement officers cannot charge an individual with felony crimes (the district attorney files felony charges), the affidavit for warrantless arrest — a document filed by law enforcement officers upon arrest of a subject to establish probable cause — indicates Mildenberger was arrested on suspicion of charges of first-degree assault. However, following Wednesday’s court proceedings, Mildenberger faces more severe charges.

Mildenberger has until June 2 to file a demand for a preliminary hearing. If he files the demand within the timetable, the preliminary hearing will occur within 30 days. At the preliminary hearing, the state must provide evidence to support the felony charges against him.

At the preliminary hearing, if probable cause is found to substantiate the charges, the defendant will be bound over for trial in district court.

Mildenberger remains out of jail on a $5,000 bond.

Interim CEO for USJHD

By Chuck McGuire

Staff Writer

The Upper San Juan Health Service District Board of Directors met in a special session Tuesday night and promptly addressed a number of pressing issues. When all was said and done, the board swore in two directors, accepted another’s resignation, hired an interim hospital Chief Executive Officer (CEO), changed its regular meeting schedule, and reported marked progress on urgent financial matters.

With all that, the relatively brief session lasted just over an hour.

Immediately after opening the meeting, board chair Neal Townsend announced that director Kitzel Farrah had resigned her post, effective immediately. While he offered no explanation for the director’s decision, he did suggest two alternatives to filling the vacancy for the remaining two years of Farrah’s term.

According to district bylaws, the board is free to appoint another qualified candidate to fill the position, or it may do so following a two-week advertising campaign to attract potential applicants.

Meanwhile, by fate or good fortune, director Bob Goodman’s term had just expired and his replacement, Jim Knoll, was present and prepared to take the oath of office. Therefore, Townsend quickly administered the oath to Knoll and director Jim Pruitt, who was also on hand for the oath, to begin his second term. Both Knoll and Pruitt will serve four-year terms.

Following brief board discussion, and in light of Goodman’s expressed willingness, Townsend then appointed Goodman to fill the vacancy created by Farrah’s resignation. For the past four years, Goodman has served as board treasurer.

With a full board intact, Townsend turned the discussion to finding an interim Pagosa Mountain Hospital CEO to fill the void created by Daniel Boatman’s recent departure. He asked director Bob Scott to further expound on the matter, and Scott explained that he and other board members had approached Bradley Cochennet of BCMC Consulting in Durango, in hope that he offer expert advice, or perhaps, consider filling the temporary assignment himself.

Cochennet has 30 years experience in business consulting and management, and served as Chief Financial Officer and Chief Operating Officer at Mercy Regional Medical Center in Durango from 2000 to 2006. According to current and former district board members, he is largely responsible for the “turnaround and current success” of the $100 million hospital and medical office building.

During discussions, Cochennet apparently agreed to consider serving as interim CEO, and subsequently prepared an offer, complete with acceptable terms. Among them, he would be paid $125 an hour; work 10 or 12 hours a day, four days a week; be paid expenses, including mileage and occasional overnight lodging; and receive no health, insurance or other benefits. Further, he expressed interest in only serving for “six months, or so.”

With that, board members thoroughly weighed the merits (and expense) of hiring Cochennet, then voted unanimously to retain him as soon as possible. Cochennet was at Tuesday’s meeting and agreed to begin work the next morning (yesterday).

When asked what his top priorities will be, Cochennet explained that he’d spoken to, but never met the district’s financial consultant, Ken Johansen, and would begin by meeting with him to address pressing financial matters. He also intends to meet with hospital chief of staff Dr. Robert Bricca to ascertain any physician concerns, and will e-mail board members a list of essential tasks to be performed in the coming days, weeks and months.

When asked about the search for a permanent CEO, Townsend said it would begin shortly after the next regular board meeting (this Tuesday), and would include consideration of management companies, as well as individuals. He also expressed the need for completing and new CEO job description and refining a review process to prevent repeating problems of the past.

Before adjournment, Townsend announced that regular monthly board meetings will be held the fourth Tuesday of every month, from now on. Meetings will take place in the Pagosa Room at the Pagosa Mountain Hospital and begin promptly at 7 p.m. The change will apparently facilitate more accurate and up-to-date financial reports from Johansen.

Speaking of finances, former acting CEO Linda Moser confirmed that hospital management has made great strides in negotiating contracts with various insurance providers in the past two weeks, and some have agreed to pay claims dating back to April 3. Meanwhile, according to administration assistant Lori Weiher, “the money is rolling in.”

To that, Scott said, “The hospital financial situation is improving and we’ve extended the time when we’ll hit the wall by at least another month.”

County approves interfund loan and transfer plan

By James Robinson

Staff Writer

The Archuleta County Board of County Commissioners approved an interfund loan and transfer plan Tuesday that will eliminate one of the county’s most vexing financial problems and bring the organization into compliance with state statute.

The plan, represented in a series of six resolutions, called for the transfer of funds from the General Fund and other county funds to the Treasurer’s Ledger Fleet and Nutrition funds, and loans from the Road Capital Improvement Fund to a variety of county funds, in order to eliminate current negative fund balances as shown on the treasurer’s ledger.

According to county staff and auditors, carrying negative fund balances on the county ledgers is a violation of state statute and the county has been out of compliance with the regulations for more than a year. Moreover, forensic auditors with Clifton Gunderson LLP, and auditors with Wall, Smith, Bateman and Associates have said that beyond the county’s legal obligations, rectifying the negative fund balance problem is crucial to ensuring adherence to proper accounting procedures and solvency in the future.

“The action we’re recommending now is to address an immediate need. W e need to do this. What this does is, it solves our problem because we are in violation of state law,” said interim County Administrator Greg Schulte.

However, although the board unanimously agreed the negative fund balance situation needed fixing, there was dissention on the method.

For example, although the board unanimously agreed to transfer $220,804 from the general fund to the fleet fund and $257,732 from the general fund to the nutrition fund to solve those negative fund balances, they disagreed on the loan program, with Commissioners Bob Moomaw and Ronnie Zaday voting in favor and Commissioner Robin Schiro opposed.

The loan program called for a series of loans from the Road Capital Improvement fund to: the Airport Fund ($1.7 million); to the Capital Improvement Fund ($127,450); to the Human Services Fund ($500,000); and to the Road and Bridge Fund ($706,000), to repay funds shown as deficits on the Treasurer’s Ledger as of Dec. 31, 2007. According to the terms, the loans would be repaid over 20 years at 3 percent interest with the first payment due June 1, 2009.

Schiro said she dissented because Road Capital Improvement Fund dollars should be spent on road capital improvements, not on loans.

Moomaw offered a counterpoint to Schiro’s argument.

“This is like water over the dam. It’s (referring to the loan and transfer programs) cleaning up old appropriations that were not appropriately documented,” Moomaw said.

Archuleta County Finance Director Don Warn explained that the program provides accounting transfers and loans to correct events and expenditures that have already occurred and to guarantee payback to the Road Capital Improvement Fund.

Schiro countered that the county should look at other alternatives to pay back the negative fund balances, such as borrowing against the courthouse or county owned real property on Hot Springs Boulevard. (The Citizen’s Financial Advisory Task Force has recommended the county not use the courthouse as collateral in a loan scenario, and the Hot Springs Boulevard property is zoned under the town code as government use only, which arguably limits its value and marketability as compared to a “commercial” zoning designation.) However, county staff and Schiro’s colleagues on the board said many of those options had been previously explored and, moreover, would take considerable time to implement.

According to Schulte, one of the reasons the negative fund balance situation must be fixed is because Archuleta County Treasurer Lois Baker has indicated a willingness to stop issuing warrants on funds showing negative fund balances because to do so is a violation of statute.

“She has the authority to stop writing checks tomorrow, if she wants to,” Schulte said. Hence, the need for expediency, Schulte explained.

Schulte added that although the loan program dipped into Road Capital Improvement Fund dollars, the move would not jeopardize road capital improvement projects scheduled for 2008. In addition, Schulte said the loans would solve the immediate needs of cleaning up the books and bringing the county into compliance with statute, while buying staff and the commissioners time before the first payment due date in June 2009, to seek alternatives.

One of the alternatives, Schulte and Warn said, could include a bond issue, which would require voter approval.

Bob Nordmann, speaking for the Citizen’s Financial Advisory Task Force, said the group supported the loan and transfer plan, particularly after cash flow projections indicated the county could likely weather dips into the General Fund and Road Capital Improvement Fund, and because the program had been reviewed by Warn’s peers, would clean up the ledgers and bring the county into compliance with statute.

The task force also recommended an accelerated pay back schedule, using the $250,000 earmarked as a debt-service line item in the 2008 budget, and strict penalties for non payment or late payments. The current plan calls for a total annual loan payment of $197,957.

Jim Carson struck a similar chord with his suggestion that the board adopt legislation compelling future boards to repay the funds according to the terms outlined in Tuesday’s resolutions.

With the board’s unanimous fund transfer approval Tuesday, the county has taken a $478,536 bite out of the general fund, and revised cash flow projections, according to Warn, indicate the coffers should be able to weather the dip. Nevertheless, Warn said strong summer sales tax collections will play a key role in forestalling a possible cash flow crunch later in the year.

“Everything is contingent upon what happens this summer,” Warn said.

How it works

In order to comply with statute and eliminate the negative fund balances, Warn and Schulte have suggested a two-pronged approach in which two solutions work in conjunction: an interfund transfer to deal with deficits in nutrition and fleet; and an interfund loan that will cure deficits in road and bridge, human services, the airport and capital improvement funds.

For the interfund transfer, Warn has calculated on a three year average the amount of fleet and nutrition debt attributable to various county funds such that dollars from those funds will be transferred out and into fleet and nutrition such that fleet and nutrition can achieve zero fund balances.

The interfund loan plan calls for borrowing $3.03 million from the Road Capital Improvement Fund to make road and bridge, human services, the airport and capital improvement funds whole again.

According to the plan, the $3.03 million borrowed from Road Capital Improvement would be repaid over 20 years at 3 percent interest. According to the plan, payments would begin June 1, 2009.

Although Schulte said the county has the legal authority to borrow from the Road Capital Improvement, some concerned citizens say otherwise.

According to county resolution 2001-102, “Monies credited to the Fund shall not be available to be pledged or expended by interfund transfer or otherwise for any general purpose of the County.”

The Road Capital Improvement Fund was created by the voters, first in 1994 and then reapproved in 2001. Under the agreement, one percent of the 2 percent sales tax collected in Archuleta County goes into the fund with the express purpose of funding road capital improvement projects, including maintaining and acquiring equipment for the maintenance and construction of county roads, or to pay debt service on bonds or other obligations of the county issued to provide capital improvements. The other 1 percent goes to the Town of Pagosa Springs.

Schulte said borrowing from the Road Capital Improvement Fund will have, “no affect on this year’s scheduled projects. It may affect bigger, long-term projects, but there will be no affect this year.”

Warn said annual audits would ensure the county complies with its repayment obligations.

Two sentenced in 2006 poaching incident

By Chuck McGuire

Staff Writer

Two Archuleta County residents have entered multiple guilty pleas in District Court, in connection with wildlife poaching incidents that occurred between Nov. 1 and Dec. 24, 2006.

On or about April 16, Travis R. Richey, 20, admitted guilt to three misdemeanors, including Hunting Out of Season, Illegal Possession of Wildlife and Failure to Dress and Care For (edible portions of game wildlife).

In exchange for Richey’s pleas, prosecutors set aside a charge of felony Willful Destruction of Wildlife and misdemeanor Shooting From a Public Road.

In late January, Michael F. DeLyria, 19, pleaded guilty to a Class 5 felony for Willful Destruction of Wildlife, and four unclassified misdemeanors, including Hunting Out of Season, Illegal Possession of Wildlife, Hunting With Artificial Light and Hunting Without a License.

As part of a plea agreement, prosecutors dismissed additional misdemeanor claims against DeLyria, including Hunting From a Motor Vehicle, Shooting From a Public Road and Failure to Dress and Care For (edible portions of game wildlife).

With their confessions, DeLyria and Richey joined Steven R. Parker and an unnamed juvenile in accepting responsibility for the late 2006 incidents, which resulted in the illegal killing of at least four deer in southern Archuleta County.

According to court documents, Parker pleaded guilty to multiple allegations last December (see “Poacher Pleads Guilty” in the Dec. 13, 2007, edition of The SUN), while no additional information regarding the minor’s involvement has been released.

For his role in the 2006 wildlife violations, Richey appeared before Judge James E. Denvir on April 23. According to court documents, he was sentenced to 12 months supervised probation and received a combined 45 wildlife license suspension points.

The judge also ordered him to pay $2,432 in fines and fees, and an equal share of the same Samson Surcharge assessed DeLyria and the unidentified juvenile.

In April 2007, Richey, as a codefendant, confessed to the unlawful taking and possession of wildlife stemming from a separate December 2006 incident that resulted in the illegal harvest of a mountain lion.

DeLyria appeared before Judge Gregory G. Lyman for sentencing, March 12. In respect to felony Willful Destruction of Wildlife, the court ordered him to 90 days in jail (with credit for time served); three years of supervised probation; 100 hours of useful community service; 20 wildlife suspension points; suspension of wildlife license privileges for one year to life; and fines, fees and costs totaling $2,345.50.

He was also ordered “joint and severally liable” for the automatic $10,000 Samson Surcharge for the willful destruction of a trophy mule deer buck. As jointly and severally liable, DeLyria is responsible for paying a portion of the surcharge equal to the amount assessed against Richey and the unnamed minor. However, if the codefendants fail to pay their respective shares, DeLyria will be responsible for the balance.

For the four misdemeanor counts DeLyria confessed to, the court assessed him a combined total of $2,100 in fines and $777 in payments to a Victims Assistance Fund; and 95 additional wildlife suspension points.

Other overall sentencing terms forbid the possession or consumption of alcohol or illegal drugs during probation, while requiring submission to alcohol and drug testing as directed by the probation officer. DeLyria must also maintain full employment.

Just eight days prior to his March 12 court date, Judge Lyman sentenced DeLyria to 90 days in jail (with credit for time served); two years probation; 50 hours of community service; and fines and fees totaling $584, in exchange for pleading guilty to an unrelated charge of Aggravated Cruelty to Animals. In that case, the judge also ordered DeLyria to undergo mental health and substance abuse evaluations, and follow all recommended treatments.

County seeks to register, tax heavy equipment

By James Robinson

Staff Writer

Archuleta County is ramping up efforts to ensure that owners of heavy equipment have properly registered the equipment with the clerk’s office or have listed the equipment on the county tax rolls.

According to Archuleta County Clerk June Madrid, Colorado law requires that owners of heavy equipment (SMM-Special Mobile Equipment) must register or list the equipment although statute provides two exemptions.

First, property owners whose land is classified with the assessor as farming agricultural and whose equipment is used solely on the farm for farming purposes and whose income is derived from farming are exempt from registration in the clerk’s office.

Second, if a property owner keeps the equipment on their property and never moves it off the property, registration with the clerk’s office is not required.

If the equipment is used for business purposes, regardless of whether it is owned or leased, it must be registered in the clerk’s office. If the equipment is moved from job to job, or to another property, registration with the clerk’s office is required.

Madrid said with the building and construction season gearing up, county staff will be on the lookout for unregistered heavy equipment. Once located, Madrid said staff will tag the equipment, notifying the owner to contact the clerk’s office for registration. If registration is not completed, the owner will receive a statement detailing the registration fees. If the registration is not taken care of at that point, the distraint process could begin. If distrained and impounded, there is a $150 impound fee that is collected in addition to the registration fees before the equipment will be released.

For more information on the special mobile machinery tax, contact the clerk’s office at 264-8350.

Work session to feature proposed county nuisance ordinance

By James Robinson

Staff Writer

Archuleta County staff and the Board of County Commissioners will host a public work session Tuesday to gather citizen input on a proposed nuisance ordinance currently working its way through the legislative process.

The meeting is scheduled for 6 p.m. May 27 in the commissioner’s meeting room at the Archuleta County Courthouse.

The Archuleta County Planning Commission reviewed and approved a draft of the ordinance — sometimes called a “junk ordinance” — May 14, and have recommended that the Board of County Commissioners follow suit. Thus, Tuesday’s work session is part of the board’s hearing and adoption process.

According to a draft of the proposed legislation, and if approved, the ordinance will prohibit abandoned, wrecked vehicles and boats, junk and other rubbish, including: automotive parts and equipment, appliances, furniture; containers, packing materials, scrap metal, wood, building materials, debris and dirt, sand, gravel, concrete or other similar materials on real property and within view of persons on adjacent or nearby real property or the public right of way and which is deemed detrimental to the public health, safety and welfare. In addition, the ordinance addresses animals and kennel arrangements that, due to noise and odor, pose a nuisance to surrounding properties.

The ordinance allows for certain exemptions, such as materials stored for a building or renovation project, and it outlines processes for notification, hearings before the board of adjustments and penalties for violators.

Interim Archuleta County Administrator Greg Schulte said the ordinance is intended to ensure the health, safety and welfare of Archuleta County residents, while making the area more visually appealing to residents and visitors alike.

Schulte added that penalization or criminalization is not the county’s goal, thus the ordinance’s success will depend, in part, on programs the county creates to facilitate compliance. To that end, Schulte said county staff are exploring a variety of options and developing an implementation plan, details of which will be provided as soon as they are available and as the adoption date nears.

A draft version of the ordinance is available on the county’s Web site at www.archuletacounty.org. Go to “News and Events, then click on “Read the Nuisance Ordinance Draft.” Schulte said hard copy versions are available at the planning office and the courthouse.

Schulte said adoption is targeted for mid July.

Two finalists named in county administrator search

By James Robinson

Staff Writer

Following telephone interviews and an executive session Tuesday, Archuleta County has narrowed the search for a county administrator to two finalists — Bonnie Hammersley and current interim administrator Greg Schulte.

Next, the candidates will undergo in-person interviews, with hiring occurring as soon as possible.

Bonnie Hammersley

According to her resumé, Hammersley has spent 20 years in the Madison, Wis. area working primarily in Dane County government in a variety of capacities. Her tenure there includes stints as an administrative services manager for the Dane County Department of Administration, assistant director of administration for the same department, and director of administration for the Dane County Department of Administration — a position she has held since May 2001.

Hammersley holds a bachelor’s degree in business administration from Edgewood College in Madison, Wis.

Greg Schulte

Prior to serving as Archuleta County’s interim administrator, and according to his resumé, Schulte served 12 years with the City of Sacramento, Calif., most recently as administration division manager for their development services department — a post he held between 2004 and 2007.

Between 2000 and 2004, Schulte served as an administrative officer for the city’s economic development department. In addition, Schulte served as an administrative analyst for Sacramento’s Capital City Golf division.

Schulte holds a Bachelor of Arts from California Polytechnic State University.

Wildland fire survey to be conducted in county

By James Robinson

Staff Writer

In preparation for wildland fire season, and as part of Archuleta County’s ongoing emergency management efforts, county crews in conjunction with staff from the Pagosa Fire Protection District will soon begin surveying area properties susceptible to damage caused by wildland fire.

Called the RedZone project, the effort will include on-site property surveys and data collection that emergency managers can use to enhance the safety of firefighters and their ability to protect homes and property in the event of a wildland fire.

The field surveys will begin the week of May 27, and over the next eight weeks two-person crews will survey and gather data on roughly 2,000 Archuleta County homes. Survey teams will spend about 20 minutes on the property collecting information regarding access, vegetation in proximity to the home and home construction. The surveys will be conducted through observation, and do not require entry into the home.

Drew Petersen, emergency services coordinator for the Archuleta County Sheriff’s Department Office of Emergency Management said the intent is to ultimately survey the entire county, however grant funding and staff availability largely dictate how many properties can be surveyed each year. Hence, the target of cataloguing 2,000 homes in 2008.

Archuleta County Special Projects Manager Karin Kohake said the program is funded in 2008 with two grants: a $49,700 Colorado Department of Local Affairs grant and a $50,000 grant from the Colorado State Forest Service.

Kohake and Petersen said the data collected will ultimately provide information about specific areas including terrain, fuel loading, population density, house locations, road quality, natural fire breaks, water sources and the ability to access homes with firefighting equipment, thus improving fire planning efforts and efficiency of response.

Petersen said firefighters will be trained to utilize the information in the field to make rapid and strategic firefighting decisions based on information stored in field computers.

Petersen said, while many experienced firefighters have extensive knowledge stored in their heads, there is currently no systematic, electronic storage of field data that is readily available to responders. Thus, when an experienced firefighter leaves the agency, they take their knowledge with them. Using geographic information system (GIS) technology, and gathering and properly storing the data in an electronic data base Petersen said, mitigates the problem by allowing all agency personnel access to the information.

Petersen said the surveys are free, and the information obtained will be used solely for protecting properties from wildland fire.

Procedure problem temporarily halts Westberg DUI proceedings

By Sarah O. Smith

Staff Writer

An overlooked procedural matter has temporarily halted the motions hearing in the DUI case against District Attorney Craig Westberg in Durango.

After Westberg was arrested Oct. 10, 2007, under suspicion of careless driving and driving under the influence of a controlled substance, the Colorado Attorney General’s Office was appointed prosecutor in the case. However, only Gov. Bill Ritter is authorized to appoint the Attorney General’s Office as special prosecutor in such cases.

The motions hearing, which began Monday in La Plata County Court, was stopped Tuesday when the overseeing judge in Westberg’s case, Montrose County Judge John J. Mitchell, brought the error to the governor’s attention.

“Nothing has been suspended,” said Mitchell in an interview Wednesday. “We’re just waiting on the governor to make a decision. When that’s done, we’ll get back to it.”

Trey Rogers, chief legal council to the governor, said Wednesday that all efforts are being made to make the decision by the end of the week.

“Our goal is to get it done quickly,” Rogers said.

Rogers said that although the governor is asked to appoint the Attorney General’s Office on a somewhat regular basis, it is something he “invokes only when circumstances are extraordinary and warrant this kind of relief.” In fact, Ritter has only appointed the Attorney General’s Office to a case once before. Rogers said Gov. Bill Owens (who served before Ritter) only used it once or twice, which gives a “sense of how rarely it has been used. It’s pretty extraordinary for the governor to invoke it.”

According to Rogers, there are other ways to remedy the conflict of interest in prosecution that may justify appointing the Attorney General’s Office, and the governor prefers to exhaust all avenues before appointing the Attorney General.

If the governor does not decide to appoint the Attorney General, Judge Mitchell will appoint a prosecutor from the private bar.

Neither Mitchell nor Rogers were certain how this procedural issue had been overlooked.

“Only the governor can do it, which means there’s been no official prosecutor since November,” said Mitchell.

Westberg was arrested at his Durango-area home after two witnesses reported a reckless driver, later identified as Westberg. Westberg told the arresting officers that he had taken four Ambien sleeping pills and then driven to town, thinking he would have time to run an errand before the pills took effect.

Pagosa Quality Fishing Project subject of meeting today

By Jim McQuiggin

Staff Writer

It wasn’t exactly “the big one that got away,” but the Pagosa Quality Fishing Project’s proposal at Tuesday’s Town Tourism Committee meeting may have amounted to a nibble, at the least.

Citing tourism and revenue increases, as well as return on investment numbers, that were met with skepticism from the TTC, the PQFP asked for $50,000 in town money for a project that, the PFQP maintains, would bring more anglers to the area. Although the TTC showed some interest in the project, the PQFP request was tabled until Thursday when the issue will be discussed at a special meeting of the TTC.

According to figures provided by the PQFP, the project would require about $58,000 to be viable. That money would not only cover the expense of the fish stocks but would earmark about $10,000 for print and Internet advertisement. The PQFP’s mission is to make Pagosa Springs a destination for anglers by stocking the downtown stretch of the San Juan River and surrounding ponds with enough trout that not catching a fish would be an embarrassment, if not an impossibility. Specifically, the proposal would add about 8,800 one to five pound fish to the river, with the vast majority of the fish in the one to two pound range.

“We have the fish,” said Thaddeus Cano, PQFP spokesman. “The fish have been secured from Riverbend trout farm and are ready to go. Now we just need the money.”

A survey conducted the U.S. Fish and Wildlife Service shows that the average stay of a non-resident angler is five days. Since those visitors would be spending their money on lodging, food, shopping, entertainment and recreation, increased numbers of anglers to the area would mean more money for local businesses and increased tax revenues for the town. However, just how much money would be generated seemed to be the issue of discussion that was, at times, somewhat heated and contentious.

By PQFP estimates, with a 5 percent increase of anglers, the return on investment of TTC amounted to well over 700 percent. However, committee member Angela Atkinson noted that those numbers were based on gross revenues and not on tax revenue percentages, suggesting that the real return on investment was actually a negative 20 percent. Despite the PQFP’s skewed estimates, Atkinson said, “I think the concept is good and supportive of the local economy,” but added that the TTC would be cautious in looking at its budget with regard to, “the viability of the proposal and the strength of the concept.”

David Smith, ranch manager for BootJack Ranch and speaking for BootJack Management’s David Brown, said that if the PQFP could raise another $10,000, as well as getting the TTC to commit to $50,000, Brown would make a donation of an additional $25,000 to fund the project. With Brown’s proposed donation and a total of $85,000 potentially at stake, Smith was asked if the extra money might be used to fund a local hatchery. Smith denied any plans for any such development.

The TTC will continue discussion of the PQFP proposal at a special meeting today, at 8:30 a.m. at Town Hall.

Pagosan awarded Kane Scholarship

Pikes Peak Community College and the University of Colorado at Colorado Springs have announced that Trey Quiller, of Pagosa Springs, is a recipient of a 2008 Kane Scholarship.

Quiller plans to major in mechanical engineering. At Pagosa Springs High School, Quiller was an active member of the FBLA and, his senior year, earned first place at the FBLA Regional competition in both business calculations and entrepreneurship. He had a 4.0 grade point average each of his four years at the school.

The Kane Family Scholar program provides merit-based, full-ride scholarships annually to cover tuition, books and fees for up to five years. Twelve students are chosen by PPCC to participate in the University Connection program, and will transfer to UCCS after obtaining their associate’s degree at PPCC. Twelve students are chosen by UCCS and will attend there full time. Additional shorter-term Kane Scholarships are provided each year to students through both colleges. Based on an average of current costs of a bachelor’s degree at a public college in Colorado, a Kane scholarship would be worth more than $35,000.

EMS crews ‘classy, well-trained’ and working for more

By Sarah O. Smith

Staff Writer

Pagosa Country’s Upper San Juan Health Service District Emergency Medical Services (EMS) has been called a “classy, well-trained organization,” by urban EMS organizations — and, according to Emergency Medical Technician (EMT) Paramedic Molly Osmera, the group intends to maintain that class and high level of training.

“We all really take pride in what we do,” said Osmera.

In November 2007, Osmera and other local EMTs revived the Upper San Juan Emergency Medical Technician Association, a registered nonprofit organization formed in Archuleta County in 1990 to support EMTs in continuing education, personal and medical equipment, and maintaining professional certification.

“The money just isn’t available in the district to help us in getting training,” said Osmera. So, the association banded together “to find a way to make it happen on our own.”

Since last November, the association has raised money to assist in sending EMTs to a medical conference in Telluride later this month. The association will also use money raised to purchase a high-definition video camera in order to film trainings with professionals in the Four Corners area, which will allow EMTs in Pagosa to watch the training and earn continuing education credit.

“We’re getting a lot of momentum,” said Osmera, president of the association.

No matter what the financial situation of the district, Osmera said patient care will always take priority.

“Nothing will ever affect patient care,” she said. “We are here to respond to any medical emergency that might arise. Period.”

The EMTs run 48-hour shifts, and are on call for two days and two nights in a row. They then have a four-day break in between shifts.

“There’s a family mentality,” said Osmera. “We eat together, we live together, we run very hard calls together.”

There is one paramedic and one EMT basic on the typical EMS crew dispatched to emergency calls.

“A lot of rural ambulance services are volunteer, or solely basic,” she said, “so this is really beneficial for the community. We’re basically considered the right hand of the doctors.”

However, the EMTs are not only on call for ambulance runs. Because the community is smaller, they are involved with calls to the Pagosa Fire Protection District, the Upper San Juan Search and Rescue, and other organizations in the area.

“It’s great for us. We get a lot of well-rounded training,” said Osmera. “We’re delving into all gamuts of the profession, instead of just the back of the ambulance.”

Osmera said another benefit for the community has been the addition of the Pagosa Mountain Hospital, because often the EMTs do not have to drive the ambulance to Durango, which drastically reduces transport time. However, she said “anyone who is really critical will still be taken to Durango.”

Because transport times can be longer, “we get to really know the people we’re working with, get to know our patients,” said Osmera. “It’s a really special part of what we do.”

The EMT association will be implementing the File of Life Program in the community. Free packets will be handed out in which one can store medical history, medications taken, notes concerning allergies, and even instructions concerning what to do with pets in case of an emergency. The packets are magnetized to stick to the refrigerator so the EMTs will have easy access to this vital and immensely helpful information.

“EMS is definitely the backbone of the medical services in this community,” said Osmera.

For more information about EMT Basic classes, call 731-5811. Contact the Upper San Juan EMT Association at PO Box 3338 or emtassociation@gmail.com.

Relay for Life supports cancer survivors

By Stacia Kemp

Special to The SUN

In a nation where more than 1 million people will be diagnosed with cancer this year, Pagosa Springs will be giving hope to local cancer patients and survivors with the Relay For Life event, scheduled for June 27 and 28 at Golden Peaks Stadium at Pagosa Springs High School.

The American Cancer Society Relay For Life is a unique fund-raising event in which teams of participants take turns walking a track overnight. The atmosphere is one of camaraderie and celebration, beginning with a Cancer Survivor’s Lap to honor the courage of all who have defeated cancer. Each survivor is introduced, and then all walk the opening lap as a symbolic gesture of hope to those still battling cancer or those who will be touched by cancer in the future.

“Many at Relay will be people who are currently in treatment or have been cured of cancer themselves,” said Dori Blauert, local event chair. “Their involvement is proof of the progress that has been made in cancer cure rates and in the quality of life during and following cancer treatment.”

The world is seeing a significant reduction in cancer incidence and mortality, in part due to funds raised for the American Cancer Society by Relay for Life events worldwide. The five year survival rate is now 66 percent, thanks to scientific breakthroughs that have changed how we think about and treat cancer.

The American Cancer Society has spent more than $3.1 billion on cancer research to date and has been involved in many of the major breakthroughs, including the pap smear, mammography screening and the psa test.

In addition to funding research, money raised in Archuleta County will help pay for a variety of local programs and services that are available for cancer patients who want to understand more about their disease or are feeling overwhelmed with the changes in their lives. Patients from Pagosa Springs and other communities in southwest Colorado are served by the American Cancer Society office that is located at 1800 E. Third Street in Durango (247-0278 or toll-free 866-736-6849).

The following support services are available locally:

Pagosa Springs Support Group — welcomes anyone who has been impacted by cancer. It meets the second Sunday of each month at 4 p.m. at Sam Conti’s office in the Pagosa Springs Family Medicine building, 75 S. Pagosa Blvd, Pagosa Springs. For information call Sam (Sarah) Conti, 731-9019.

Home Away From Home is a free lodging program for patients who must travel a long way from home to their cancer treatments. Many motels in Durango participate in the free lodging program.

Early Detection can save lives. The goal of the Colorado Women’s Cancer Control Initiative (CWCCI) is to reduce breast and cervical cancer morbidity and mortality among Colorado women with limited income and limited or no insurance. Eligible women may receive FREE clinical breast exams, mammograms, pelvic exams and Pap tests. CWCCI in SW Colorado is administered out of the Durango American Cancer Society office.

Relay For Life of Archuleta County is an excellent resource for survivors to meet and support other survivors. For information about getting involved in this year’s event, call Dori Blauert at 731-9458.

Pagosa history — landmarks and structures of merit

By Joe Nigg

Special to The SUN

Historic Preservation Month is a statewide celebration of archaeology and cultural history that is annually organized by the State Historical Fund. The month is established to recognize special preservation projects, locally designated historical sites and archeological sites through lectures, walking tours or public displays.

To celebrate preservation month, each week throughout the month of May in The Pagosa SUN, the Historic Preservation Board will highlight a few locally designated landmarks, structures of merit and/or preservation projects to further recognize Historic Preservation Month and significant properties in Pagosa Springs.

The Historic Preservation Board has designated 13 properties as local landmarks that demonstrate architectural and cultural integrity. Property owners can apply to ‘landmark’ their property so that the architectural or cultural integrity of the structure or site may be preserved. In addition, property owners that construct improvements to their landmarked property may be eligible for state and federal income tax credits. All buildings designated as local landmarks or located within the historic district boundaries are required to comply with adopted design guidelines and all exterior alterations must be approved prior to commencement of construction.

In June of 2007 the Town of Pagosa Springs revised and re-adopted regulations on historic preservation. The revised code directed the Historic Preservation Board to create a list, based on documented survey information of structures and sites that merited preservation and rehabilitation. The Historic Preservation Board has identified 22 structures and two sites that demonstrate architectural and cultural integrity or geographic/environmental significance in hopes that the town can, as a unified entity, recognize and promote the protection of these resources. Inclusion of property on the Structures of Merit List enacts no regulatory policy, guidelines, requirements or restrictions on the property, but may allow a property owner to receive incentives for work completed on the property. A hard copy of this document is available upon request from the Town Planning Department.

Landmarks and structures of merit

474 Pagosa St. — Citizens Bank operated at this corner location for more than 70 years. Fred Catchpole opened the bank following the closure of First National Bank in 1908. The original building, constructed in 1910, was a two-story structure. The structure was remodeled into a one-story building after a fire damaged the second floor in 1943. Catchpole served as county commissioner and county treasurer and was also influential in the construction of Wolf Creek Pass road. The original bank vault and Wells Fargo safe still remain inside. Citizens Bank was designated as a local landmark by the Historic Preservation Board in 2004.

610 Pierce St. — Alexander T. Sullenberger constructed this home at the edge of his Pagosa Lumber Company sawmill. The structure was built of rough cut lumber from the sawmill and portrays a typical hipped box architectural style. The house retails original form; however, additions and alterations have removed some of the original materials and workmanship. Sullenberger partnered in the construction of the Denver and Rio Grand Railroad, served as Archuleta County commissioner, owned a local hotel and the telephone company. The Sullenberger residence was identified by the Historic Preservation Board as a structure of merit.

468 Pagosa St. — Beginning in 1905, Hatcher Hardware operated at this location for several decades, often sharing ownership of the building with Citizens Bank. In 1943, a fire almost completely destroyed the building. The existing building was constructed following the fire. At the rear of the property is the second geothermal well which was drilled in 1920. The Brown wellhead has the ability to pump approximately 675 gallons per minute and was previously used to heat the building. The Hatcher Hardware building was designated as a local landmark by the Historic Preservation Board in 2004.

Teen drivers — what every parent should know

By Trooper Doug Wiersma Colorado State Patrol

Special to The SUN

Parents, did you know that the leading cause of death for teenagers in the U.S. is traffic crashes?

Or how about the fact that 16- and 17-year-old drivers, driving with just one of their friends as a passenger, increase their chances of crashing by 50 percent?

Colorado’s Graduated Driver’s Licensing law was enacted to help prevent these needless tragedies. The restrictions this law imposes for your teen may include the number of friends he or she may legally have as passengers, and how old these friends must be, what hours of the day he or she is allowed to drive, and when you as a parent are required to be riding with your teen.

The State Patrol strongly urges you, as parents, to educate yourselves on these GDL laws, and strictly enforce them on your teen drivers. A great place to learn more is at the Colorado Department of Transportation’s Web site at coloradodrivetime.com.

Also, consider registering your child in an Alive at 25 class sponsored by the Colorado State Patrol and the National Safety Council. Help your child reach his or her next birthday by getting informed and getting involved.

Literary salon features author, Lisa Lenard-Cook

Lisa Lenard-Cook will be at Moonlight Books today from 5 to 7 p.m. for an informal literary salon discussion about fiction writing.

The award-winning author of “Dissonance” and “Coyote Morning” is participating in the first Pagosa Springs Writer’s Residency program. She is in residence in Pagosa from May 9-23, 2008 courtesy of www.PagosaRental.com and the Colorado Council on the Arts.

“The Mind of Your Story: discover what drives your fiction” is the new book by Lenard-Cook published by Writer’s Digest Books. In the three-part book, Lenard-Cook explains in detail her process. Part I is “Seeds and their Nourishment—the creative obsessions that form fiction.” Part II explores the “Mind of Your Story—the pacing, time and working with writers that you love.” Part III is the honest and difficult part called “Start All Over Again.”

“There are still days when it seems to me that writing must be magic, that all these things I’ve learned about it are little more than feints and mirrors. But because I value rewriting as much as writing — because I love to read my first drafts to learn what it is they hope to be — I’ve learned to pay attention to the ways the magic is made invisible,” she writes in her book.

Lenard-Cook’s first novel, “Dissonance,” won the Jim Sagel prize for the novel while still in manuscript form. After publication by the University of New Mexico Press in 2003, the book was featured on NPR and chosen as a Today Show Summer Reading choice, was selected as book of the year by the Tucson-Pima County Public Library and the Cincinnati Public Library and was the reading selection for Durango-La Plata Reads. It was also short listed for the PEN Southwest Book Award. Her second novel, “Coyote Morning,” published by UNM Press in 2004 was a Southwest Book of the Year and was short-listed for the New Mexico Press Women’s Zia Award. Lenard-Cook is a faculty member at the Santa Barbara Writer’s Conference and the Narrative Art Center.

Lenard-Cook will do a mini-workshop on fiction writing, talk about her fiction and discuss writing with guests. Refreshments will be served.

Harman Art Museum celebrates 25 years

By Bruce Andersen

Special to The PREVIEW

The Fred Harman Art Museum is celebrating its 25th anniversary in a big way this summer. An open house anniversary party Saturday, May 31, from 10 a.m. to 4 p.m. will kick off a summer of festivities. This will be a celebration of art, stories and song featuring the art of Fred Harman as well as other local artisans, storytelling, cowboy poetry, and live music.

The artist Fred Harman, actually Fred Harman Jr., was the son of a homesteader in the upper San Juan River valley. Fred’s father and his Uncle Kos first arrived in Pagosa Country in the 1880s after a rather harrowing horseback trip up from Gallup, N.M.

Fred Jr., born in 1902, was a natural cowboy and gifted artist as a young boy. He’d draw on any scrap of paper he could find, or an old grain sack or even a frosty window. At 10 or 12, he’d hurry and saddle a horse at the first sounds of a car coming down the old dirt Wolf Creek Pass Road and ride out to offer drawings for sale to incoming travelers. His dad would continually remind him that he’d need to learn a real trade and get a real job, that he couldn’t make a living drawing pictures of horses his whole life.

But, Fred Harman did exactly that. After a stint as a cartoonist in a Kansas City ad agency in the 1920s sitting alongside, and bunking with, another young artist named Walt Disney, Fred set out on his own to sell a cowboy comic strip called Bronc Peeler. It was a slow start, but in 1938, the comic strip morphed into Red Ryder and Little Beaver, and the cowboy art career of Fred Harman was on its way.

After Red Ryder ran its course through Sunday comics, comic books, novels, radio melodramas and over two dozen movies, the artist turned his attention to his artistic love, oil painting, in about 1962. It’s Harman’s original oils that are the’real jewels of the Fred Harman Art Museum. Over 50 oil paintings, watercolors and pen & ink drawings are currently on display. And new paintings are discovered each year.

When the artist died in 1982, Fred Harman III, along with his wife Norma, returned home to Pagosa from his corporate life with CBS in New York to open the museum and help take care of his mother. The museum opened to the public in 1983, making the 2008 season its 25th year in operation.

The Fred Harman Art Museum and its colorful depiction of life in Old Pagosa Country is a true treasure for Pagosa Springs and the West. Harman’s art is often ranked along with that of Frederick Remington and Charles Russell as accurately and colorfully capturing the western America lifestyle and landscape. In fact, Harman was one of the five founders of Cowboy Artists of America and inducted into the Cowboy Hall of Fame in Oklahoma City.

Visit the Fred Harman Art Museum for the May 31 open house, or any time. Hours are Monday through Friday,10:30 a.m. to 5 p.m. After touring the museum, you can walk next door and see the actual homestead cabin the young artist was raised in 100 years ago.

Let’s Dance — Country Western Swing, Night Club 2-Step in June

By Jerry Granok

Special to The PREVIEW

Polish up your dancing boots because the Let’s Dance classes in June will be Beginning Country Western Swing from 6:30-7:50 p.m. and Intermediate Night Club 2-Step from 8:-9:20 p.m. on Tuesdays, June 3, 10, 17 and 24.

We will also have Sunday practice sessions at which the dancers can get additional help from Deb on June 8, 15, 22 and 29. The beginning practice session on Sunday will be from 3 to 4 p.m. and the intermediate practice session will be from 4 to 5.

By tailoring the speed and content of each class to the skill level of the participants involved, the dancers will be challenged to learn something new without being overwhelmed or bored. Check with Deb at 731-3338 if you are not sure at which level you should enroll.

The June 29 practice session will also present the opportunity for students to “check out” on the month’s lessons. By working one-on-one with Deb, the student has the opportunity to get what amounts to a private lesson and earn a percentage grade and receive a frameable certificate signifying their accomplishment. We will not be having our usual last Wednesday of the month open CD dance party this month. Feel free to bring your own refreshments to the Sunday practices.

Please note that our class schedule has changed from our previous Thursday or Wednesday night schedules. From now on, the regular class nights will be Tuesdays. This is the result of increasing scheduling conflicts in the use of the Pagosa Lakes Clubhouse on Thursdays.

Classes cost $20 per person for the month, which includes all classes, practice sessions, a check out opportunity and the CD party (if we hold one). If you are unsure if you want to sign up for the whole month or know you will miss some of the classes, you may also pay by the class at $7 per person per class. All Let’s Dance sessions meet at the clubhouse, 230 Port Ave.

There is no need to pre-register, but please arrive 10 minutes early to register. Classes must start on time because we are holding two classes each night. Although it is helpful to register with a partner, it is not necessary as there is usually a close match between men and women and we will rotate dance partners during the evening. Wear comfortable clothing and well-fitting shoes that have smooth or split leather soles, something that won’t leave black marks or mud. Shoes with rubber soles or lugs are inappropriate and difficult to dance in.

For more information call Deb Aspen at 731-3338 or e-mail her at instep@centurytel.net.

About the dances

Choose your version of the history of the Country Western Swing.

When “swing” was the thing, in the 1930s, young people from coast to coast were dancing in the urban ballrooms to the music of the Big Bands.  One of the many fascinated listeners out west was Bob Wills.  When jazz hit, Bob was struck.  Eventually he formed his own western big band and helped create a genre of music known as western swing. Wills, born east of Kosse, Texas, is known as the “King of Western Swing”.  He perfected this style in the late 1930s with a big band, the Texas Playboys.

With the help of Wills, this very popular style of country music developed in Texas and Oklahoma throughout the 1930s, and saw enormous popularity in the ’40s.  It was a Saturday night type of music that combined the culture of the Southwest with a blend of big band, blues, Dixieland and jazz, among others.  Musically, it contributed the drums and Hawaiian steel guitar giving it a sound of its own.

Some say that, beginning in the country dance halls of Texas and Oklahoma, an infectious combination of country, cowboy, polka and folk music was blended with “swing” to create a variation played by so-called “hot string bands,” which later came to be known as “Western Swing” or “Country Swing.”

There are several theories of how the country western swing dance was created.  Some say that today’s modern country swing dance derives directly from the music Wills played and the way people dance to it.  Others say that, around 1938, Benny Goodman’s new jazz style made it easy to do the Lindy Hop.  This gave birth to the Jitterbug: a fast moving combination of fancy footwork and elaborate spins, twirls, and turns, which highly influenced the country dance we know today.  The CW Swing is now one of the dances recognized and performed in competitive arenas all around the world.

Whatever the real history is, it doesn’t matter how it got started.  It’s just so much fun to dance the Country Western Swing.

The Night Club 2-Step should not be confused with the Country Western 2-Step. The only things they have in common are they are both danced with a partner and they have “2-Step” in their names.

Night Club 2-Step is a versatile and practical social dance, romantic in nature, which is danced to soft rock or love songs. This type of music is often heard in nightclubs and on the radio. If you have ever gone to a dance and realized that you don’t have a clue what to dance when they play a slow song, Night Club 2-Step is probably the dance you want to try.

Ballroom tips

The infamous “Rock Step” — so easy to say, so difficult to do right.

The rock step is derived from ballet’s fifth-position break where the toe of one foot is placed slightly behind and outside of the other foot’s heel. Some of the body’s weight is transferred to the back foot. It is not a toe-tap in which none of the weight is transferred to the back foot. The toe is placed just slightly behind the heel of the other foot, not a foot away. The swing dances are fast dances and there is not enough time to take big steps. If the feet are too far apart, it is very easy to transfer all of the weight to the back foot when doing the rock step. When that happens, the front foot can come completely off the ground making the dancer look like a rocking horse.

What is square dancing?

By Lorna Fox

Special to The PREVIEW

Modern western square dancing takes its roots from the quadrilles danced in the courts of France and England.

A “square” requires eight people (four couples), with each couple dancing with the other three couples within their square during the song.

Settlers in America preserved and molded European these dances with the help of Henry Ford, Benjamin Lovett, Lloyd Shaw, the advent of good sound equipment, and greater mobility of the people.

Through the ’40s and ’50s new dance steps were introduced at an alarming rate and it was found that dancers from one area of the country couldn’t always dance with dancers from other areas of the country. Not everyone knew the same square dance moves, or the caller used a different terminology. So, in 1972, a group of callers founded Callerlab, which standardized teaching procedures, terminology and movements. Now, there are Basic, Mainstream, Plus and Advanced Square Dancing steps. Everyone in the world learns the same movements with the same terminology, and anyone can dance with other dancers from all over the world.

The High Country Squares will hold beginner lessons (6:30 to 8 p.m.) and Mainstream dances (8 to 9:30 p.m.) every Monday, starting June 2, throughout the summer at the PLPOA Clubhouse, 230 Port Ave.

Cost for the evening of dancing is $3.50 per person. All lessons and dances will be taught/called by Jim Park, our professional square dance caller who recently moved to Pagosa from the Detroit area.

Square dancing is a great chance to meet new people, learn something new, exercise your body and mind, and have a laugh-out-loud good time.

It’s a casual atmosphere, but be sure to bring your enthusiasm, your sense of humor and your right and left feet.

For more information contact Lorna Fox, 731-5525, or Jim Park, 731-9910.

Junior high Knowledge Bowl teams completes successful season

By Pam Levonius

Special to the SUN

The Pagosa Springs Junior High Knowledge Bowl team had an outstanding year.

The team placed in every meet attended, a very impressive feat, indeed. Team members set a goal at the beginning of the year to beat, at least once, all of the surrounding schools in our district. They attained that goal, and repeated it in subsequent meets.

Another goal was attained when our team hosted the surrounding schools in the Pirate Bowl Invitational. It had been many years since Pagosa hosted a meet. With help from former team members now involved with the high school team, Brad Iverson and crew, and parents of current team members, the Pagosa Junior High KB team and coach put together a fine meet for both intermediate and junior high teams.

Team members are seventh-graders Kitman Gill, Kim Hunsicker, Isaiah Thompson, Ben Reece, Thomas Levonius and Cierra Keating. Eighth-graders are Moses Huck, Peter Morey, Laura Bell and Zach Graveson. The team is coached by Pam Levonius.

Music in the Mountains awards scholarships to young musicians

By Kate Kelley

Special to The PREVIEW

An unprecedented 12 students received gracious financial gifts in the form of full scholarships to attend Conservatory Music in the Mountains this July.

The scholarships, awarded by Music in the Mountains, are generously funded by Citizens Bank Pagosa Springs. Seven of the recipients have attended the conservatory in previous years, also having received scholarships funded by local donors whose desire is to further the training of young musicians here in Pagosa Springs.

The scholarship winners, 11 of whom are students of stringed instrument instructor Kate Kelley and one a student of Bethany Wanket, will participate in the conservatory which is held each summer at Fort Lewis College in Durango.

Bethany Wanket, 16, has studied violin for nearly six years and will participate in the two-week Concert Orchestra division of the Conservatory String Program. She has been a Conservatory Music in the Mountains scholarship recipient for two previous years.

Joining Bethany will be Courtney Spears, 14, who has also studied violin for six years. She is the daughter of Will and Christie Spears. Courtney also has been awarded Conservatory Music scholarships previously. This is her second year to take part in the Concert Orchestra program.
